If this is taken from the new prima guide, that is focusing on marvel only with another guide coming for disney in november. Considering this unlock appears in the marvel hoh, it might be a hint of 30 marvel figures. There are already 32 figures confirmed in total, including the two unknown disney figures.

I can't see 9 more Marvel being hidden.

Wasn't there supposed to be an unlock for each side?
