I think a playset is coming as well. Disney has referenced in the past that there would be Disney Playsets for 2.0 (there was a tweet about this in another topic, although i'm not sure where).
That being said, I believe the figures will be Calhoun and Fix-It Felix. That satisfies the one female clue that we were given. Also, think back to when DI 1.0 came out, everyone on the forums was angry that Vanellope and Ralph didn't have a playset. In fact, I would say that no WIR playset was equivalent to all the Gravity Falls debacle of DI 2.0. Avalanche has done a great job in reconciling a lot of the anger that occurred in DI 1.0, so this could be another way to appease the masses.
Why do I think this? Well Calhoun will play similar enough to characters like Gamora and Widow, so she'd be easy enough to make in a short period of time, while at the same time, she'd have a little bit different play style (I'm thinking a tank-esque Black Widow). As far as Felix goes, he's an iconic enough character to get his own figure, while at the same time, he helps round off the playset. Then there'd obviously also be Ralph and Vanellope as well, which would spark interest in 1.0 figures all over again.
The reason it might be taking so long for them to announce is because they could be taking into consideration all the reviews on the playsets (which haven't exactly been 'stellar'), and they could also be making recommended changes to characters as well (Ralph wall crawl). Who knows, though. We really have no solid clues at to who these next to could be, so I guess all there is left to do is sit and wait. In Avalanche we trust
