So those 2 unknown characters have to be form one of the starter 3. And it isn't any of the missing guys.
Next to Edna: Brown mole-type character with a green shirt and a light belly/face
Next to Mirage: White pudgy alien-type character with a zip-up green jacket and a black piece on the top of his head and pink cheeks

Next to Mirage: I think this is Scott Squishy from Monsters University
It's an identical pose and colouring for both of them. Mystery Solved.
