I think it's just the iPad app but on PC.

The PS3, Wii U, and eventual PC version bases are compatible. The Xbox 360 and of course the 3DS are unique to that console. Confirmed on Disney Infinity's Facebook page in a person asking the question and replying.

I think for the pc and mobile verion you use the card that comes with the figures to unlock them. No base required

For the PC online version, yeah. To my knowledge though, the PC is getting a full SP. I've been told it has a base.
