What is exclusive to Toys R Us in Wave 1 (in terms of playable items)?
Just Mike's Car hex disc and the crystal McQueen? Is that it?
What's with all of the empty slots in the Toys R Us exclusive foldout disc case... like the Tron discs? Are those Wave 2?

Throughout the next few weeks/months they will release more exclusive packs that have those other discs
