Or @TheANvil, 17 figures that belong to a playset, leaving there to be standalones announced at the expo. Many interviews at E3 said that there are only 4 figures left to announce, which are the standalone figures like Ralph and Vanellope.

Well, by "standard characters at launch" he's probably talking about the crystal variants being the remaining launch characters, unfortunately.

I'm not really that bothered about having more at launch. 17 characters (plus Crystal variants if I decide to get them) will more than keep me entertained way beyond having the Toy Story set (and probably more) in October(ish). I have 7 in total bagged and paid for so far, so collecting the other 10 plus all the power discs will take me a while too.

But if they release Sorcerer Mickey, Ralph, Vanellope and Rapunzel I'll be extremely excited to get thm.

I agree not too concerned if the figures we know about are the ones we'll be getting. My hope is that we hear some big news at the expo this weekend, even if it is just announcing Series 2 figures or stand alones to come later.
