Hi! I apologize if my previous statement caused any confusion. Let me post a little more clearly.

Any draws that Avalanche Software does is regulated by US laws. They can only distribute these giveaways within US territories and some parts of Canada. This is to ensure US laws apply in any case of incidents (not receiving the promised prize, tax laws, etc etc).

Giveaways by fansites are not as heavily policed, and would be more akin to giving a friend a gift. But that also means that laws covering fraud for giveaways might not cover those participating in these people-runned raffles.
