Indiana jones would probably be classed as an orginal like hiro and baymax was even though they were marvel unless they create a lucasfilm section.

Indiana Jones would be labeled under it's own Indiana Jones section or Lucasfilm, not Disney Originals. Muppets is a bit like Pixar in that they have had associations with Disney long before they were purchased.
I don't expect any other non-Star Wars Lucasfilm figures in 3.0 going by some comments by John Blackburn in the E3 interviews.

Hiro and Baymax were labeled under Disney as they are the versions that appeared in the DISNEY Animation film adaption.

I'm glad they learned that we fans want legit DISNEY characters as well as Pixar/Marvel/Star Wars. Since 1.0 came out I've been dying for pre-2000's Disney Originals and it looks like we're finally getting to those. Very anxious to find out which ones will make it!

Goofy HAS to be in. He's two-legged, a fan favorite, and he would make an amazing character to play with. Remember those years when he played pretty much every sport. That makes for awesome fighting accessories! :)

As far as DLC goes, I would assume they could go that route for additionnal content related to figures and playsets not on the game disc. So a playset could be bought in stores like everything else, but would state that it requires an internet connection to be able to download it and play it. That's what Lego is doing I think. Same could go with figures. I'm sure >75% of Infinity gamers consoles are connected to the internet or could be for a brief time (ie: Dad installs and disconnect).
