To be honest, based on the replies, I think they actually made a good decision if they are going to put exclusives in starter packs to begin with.
As has been pointed out - we already have the costume disc, so unless there is some other exclusive content in-game, it's not necessary to expand the game (wonder if it will even have a hologram in HoSH? Since the holograms are all the same color, that would be kind of redundant). So folks don't have to feel like they "need" it if it's in-game content they care about. And for figure collectors (example, folks that have collected both the "silver star" Mickey and the regular) they have a new lower-run figure to go after.
That's kind of nice - because how many folks really want to spend the $$ on a PS Vita pack just to get him if he had some exclusive in-game use?
Just how I am looking at it. Though it is kind of funny that it's a variant that even I with my lack of paint skills could probably emulate myself - and if you permanently attach the power disc chip, you pretty much can make your own.
Oh, and to build on what a few others have mentioned - yes, I do think this is very well both the costume discs and the variants are a test - for Star Wars. Many Star Wars characters have alternate outfits, and I think they are trying to figure out the best way to do that. There are quite a few things about Marvel Infinity that I think are really just precursors to Star Wars - testing and implementing certain systems in advance. For example, there isn't a lot of vehicle combat in Marvel films, but we sure have a lot of it here - when I was playing some of the vehicle combat in Spiderman Playset, all I could think of was Speederbikes. The turret stuff as well - that just screamed Star Wars to me.
