I can't place toy in the toy box! -PC

Hey everyone, so I can't place toys from the menu into the toy box for the life of me. I only got it to work once. It's hold ctrl and scroll down, am I missing something?

Oh if only there was a cheaper way to remove all of these limitations, everything is so expensive... :( I just want to make stuff...
On an Orbital Fortress in between the earth and the moon.

The PC version is the "cheaper" way to remove all the limitations.
