Ultron was originally 2.0?

So if you look in the Ultron character trailer, there's no 3.0 tools used. Does this mean that ultron was originally meant to be a 2.0 character?

It's entirely possible. Delays happen.

Create for 2.0 but for special reason delaided to be 3.0

I don't think so. Ultron uses a lot of features which only the 3.0 characters have, like the finisher, the "pull atack" (like the force) and air juggling.

I believe than that they have the Tron figures upgrade for 3.0 but still where mention for 2.0

Yeah if Ultron was planned for 2.0 he probably wouldn't have a finisher, pull, or air juggle. Sam Flynn and Quorra were planned for 2.0 and they don't have any of the new 3.0 moves. They have the skill tree of a 2.0 character.

They could easily add 3.0 skills onto a character that was originally intended for 2.0
It's definitely possible that Ultron was intended for 2.0 early on, but the team decided to wait for 3.0 due to lack of marvel characters this time around or for other reasons. I believe they just kept Sam Flynn and Quorra as is because they were already released in 2.0 (PC) and felt that updating those characters skills just wasn't necessary.
