Disney Infinity Fans

On a disney channel commercial called 'inside disney infinity' it showed a boy talking to one of the creaters about infinity, and when it showed gameplay they an NPC (the ones like from the incredibles playset) that looked like him. Did they just have a figure that looks like him, or will we be able to create NPC's?
