Sky/Cloud City!

My plan for the toy box was to make it kinda random, like put a few buildings around, but I wanted to add something no one thought of, then it hit me! Above my lower part of my toy box, somewhere the clouds, I'll make a sky/cloud city! 'What's that?' you ask? I'll tell you. Pretty much with a few building I'll make a city like in the incredibles playset, except their will be no driving roads! We will still have side walks and all, but their will be no driving road, and to get around you'll need a flying vehicle/mount/pack. For example, I'll use a an army helicopter to fly around in between the sidewalks (that's kinda like a flying road). What do you think?
