Unfortunately, it doesn't seem to work that way. In fact, the opposite. If your toy box gets stuck, and they have to push it through manually, it appears down the list to whatever the original timestamp of the submission is. So I've had one pushed through before that started on the 2nd page immediately. It also prevents you from getting credit with Infinity Prestige - you will still get credit for the downloads and likes but they don't count for the "Get X number of submissions approved" bonuses.
I believe it's different for Developer Picks, which do show up at the top - but for those who consistently get stuck boxes it kind of stinks
It would be a whole lot easier if there was some way to track or get a feedback message if your box is accepted or blocked/etc. The uncertainty is such a pain, you have to keep checking, never sure when you should give up and try to contact someone. It can be very discouraging, especially because you don't want to contact them too soon in case they are just behind, but on the other hand, if you don't contact them soon enough - your game can get buried and never gets a good chance to be seen.
